The Quebec authorities have introduced measures to modernize immigration procedures and ease administrative formalities for employers.
The key objective? Simplify the process and reduce time.
Electronic Transmission of Applications
For the Regular Skilled Worker Program (RSWP) and the Temporary Foreign Worker Program in Quebec (TFWP) , the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) has set up an Electronic Application Transmission system to speed up the validation of permanent job offers and applications for Quebec Acceptance Certificate (CAQ). This measure came into effect on December 11, 2023, and became mandatory on January 22, 2024.
With the new service, employers have access to a secure platform to submit their applications, make the required payments, communicate with the Ministère and track the progress of their files. What’s more, the CAQ will no longer be provided in hard copy, but rather in the form of a letter of attestation in digital format.
Employers can now submit online applications for Labour Market Impact Assessment (LMIA) in Quebec, applications for temporary selection under the Temporary Foreign Worker Program (TFWP), or applications for validation of a permanent job offer.
LMIA denominated
For its part, the Federal Government has introduced denominated LMIAs, enabling employers to file an LMIA application with Employment and Social Development Canada (ESDC) and MIFI before identifying a specific foreign candidate, thereby saving valuable time and boosting the competitiveness of companies compared with those already benefiting from this two-stage process.
