On June 26, 2024, a ministerial order was published in the Quebec official Gazette, marking the implementation of new rules regarding the reception of sponsorship applications under family reunification.
Reception Period and Application Quotas:
The Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) will accept a maximum of 13,000 sponsorship applications from June 26, 2024, to June 25, 2026. This number is divided based on the familial relationship between the sponsor and the person they wish to sponsor:
- A maximum of 10,400 applications for a spouse, common-law partner, conjugal partner, or dependent child aged 18 or older.
- A maximum of 2,600 applications for a father, mother, grandfather, grandmother, or other qualifying family member. If this number is reached before June 26, 2026, MIFI will stop accepting applications.
Exemptions to the Quotas:
These new rules do not apply to certain types of sponsorship applications. From June 26, 2024, to June 25, 2026, MIFI will accept, outside the quota and at any time, sponsorship applications for:
- A dependent child under 18 years of age;
- A minor child to be adopted;
- An orphaned minor child who is a sibling, nephew, niece, grandson, or granddaughter;
- A dependent adult child who is dependent on one of their parents due to a physical or mental condition.
Additionally, applications to add family members (child or spouse) of a person already covered by a previous sponsorship application or by an undertaking awaiting their admission as a permanent resident are also exempt from the quota.
These new rules aim to improve the management of immigration levels and ensure that family sponsorship processes align with Quebec’s immigration objectives. For more information, please refer to the page dedicated to the new rules for receiving sponsorship applications on the MIFI website.
